The Federal Reserve Board today announced that a public administrative hearing will commence on June 29, 1999, in connection with an enforcement action against Guillaume Henri Fonkenell, a former Vice President of Bankers Trust Company, New York, New York, a state member bank.

The hearing will be held before an Administrative Law Judge to determine whether a cease and desist order and an order to pay a civil money penalty should be issued against Mr. Fonkenell.

Copies of the Board's combined Notice of Charges and of Hearing and Notice of the Assessment of a Civil Money Penalty and an amendment to the Notice are attached.

The Notice alleges that in 1993 and 1994 Mr. Fonkenell knowingly and recklessly breached his fiduciary duties and engaged in violations of law and unsafe and unsound banking practices in connection with the marketing and sale of leveraged derivatives transactions, and entries that Mr. Fonkenell caused to be made in Bankers Trust's books and records.

The administrative hearing will commence at 10:30 a.m. on June 29, 1999 at the following location:
