SUBJECT: Report of Assets and Liabilities of U.S. Branches and Agencies of Foreign Banks ("FFIEC 002") - Filing Requirements for "Zero Assets" Branches and Agencies
Each U.S. branch and agency of a foreign bank is required to file the FFIEC 002 report each quarter. The filing requirement is based on the existence of a charter or license rather than asset size, including a situation in which a branch or agency is reporting "zero assets." The only exception to this reporting requirement is when two or more branches or agencies are located in the same city or metropolitan area and are in the same state and Federal Reserve district. With the prior approval of the Federal Reserve Bank, these offices may file consolidated reports, provided the report does not combine agencies with branches or insured branches with uninsured branches.
