Beginning 2004:Q1, level from FR Board, CM, based on data available by subscription from Mergent on refunding, including restructured debt, cross-over refunding, advanced refunding/new filing, advanced refunding, current refunding/new filing, and current refunding. Unadjusted transactions are the change in the level; data for the most recent years show no significant seasonality. Prior to 2004:Q1, unadjusted transactions based on proprietary Thomson Reuters' database, gross new issues of short-term (less than 13 months) municipal securities for refunding, less short-term redemptions for refunding from a proprietary MuniView's database.
