Data Description:
Includes all commitments (as defined in the definition section of this schedule (Schedule HC-I)) with an original maturity exceeding one year, net of commitments conveyed to U.S. depository institutions (or to other OECD banks when applicable). (Through year-end 1992, remaining maturity may be used for determining the maturity of off-balance sheet loan commitments; thereafter, original maturity must be used.) Includes portions of commitments conveyed to U.S. depository institutions (or to other OECD banks when applicable) at a 20% risk weight in column B (BHC2). Original maturity is the length of time between the date the commitment is issued and the earliest date on which (1) the banking organization can, at its option, unconditionally (without cause) cancel the commitment and (2) the banking organization is scheduled to (and as a normal practice actually does) review the facility to determine whether or not it should be extended. For purposes of this item, consumer home equity or mortgage lines of credit secured by liens on 1-4 family residential property can be deemed unconditionally cancellable if, at its option, the banking organization can prohibit additional extensions of credit, reduce the credit line, and terminate the commitment to the full extent permitted by relevant federal law. Retail credit cards and related plans are defined to be short-term commitments that should be converted at zero percent and excluded if the banking organization has the unconditional right to cancel the line of credit at any time in accordance with applicable law. Excludes revolving underwriting facilities (RUFs), note issuance facilities (NIFs), and similar arrangements, which are reported in item 6574. Prior to 3/31/01, the sum of the amounts reported in columns A through D (BHC0, BHC2, BHC5, and BHC9) of this item when multiplied by two is included in Schedule HC-F, Part I, sum of items 3814, 3608, 6550, 3815, 3817, and 3818, excluding revolving underwriting facilities (RUFs), note issuance facilities (NIFs), and similar arrangements. Beginning 3/31/01, in column B, report 50 percent of the amount of unused commitments reported in column A. In column C-0% risk weight, include the credit equivalent amount of unused commitments for extensions of credit to counterparties who meet, or that have guarantees or collateral that meets, the criteria for the zero percent risk weight category as described in the instructions for Risk-Weighted Assets and for Schedule HC-R, items 0010 through B639. In column D-20% risk weight, include the credit equivalent amount of unused commitments for extensions of credit to counterparties who meet, or that have guarantees or collateral that meets, the criteria for the 20 percent risk weight category as described in the instructions for Risk-Weighted Assets and for Schedule HC-R, items 0010 through B639. Include commitments that have been conveyed to U.S. and other OECD depository institutions. In column E-50% risk weight, include the credit equivalent amount of unused commitments for extensions of credit to counterparties who meet, or that have guarantees or collateral that meets, the criteria for the 50 percent risk weight category as described in the instructions for Risk-Weighted Assets and for Schedule HC-R, items 0010 through B639. NOTE: Beginning 3/31/01, reported on Schedule HC-R for the FR Y-9C (BHCK) report. Reported only by the top-tier bank holding companies with consolidated assets of $150 million or more.
