In a relationship with level of direct, E1: - Owns or controls E2, - Has a director, officer, or employee in common with E2 (in this type of relationship it is irrelevant which of the entities is E1 or E2), - Is the bank holding company organization as represented by the ID_RSSD of the top-tier U.S. Bank Holding Company, or the top tier Foreign Banking Organization as reported on the FR Y-10. B. In a relationship with level of indirect, E1: - Is the top-tier U.S. Bank Holding Company, or the top-tier Foreign Banking Organization as reported on the FR Y-10 which indicates the overall controlling position of the BHC or FBO organization when E2 is owned by two or more direct holders within the same BHC/FBO organization but no direct holder has control, OR - Is a Bank Holding Company other than the type described above which is necessary in order to facilitate the building of structure trees when starting below a top-tier.
