The series begins in 1990 at around 19 percent, falls to about 5 percent in 1994, rises to about 7 percent in 1997, rises further to about 12 percent by 2001, holds about steady in 2002, declines to a bit above 5 percent in 2004, holds at that level in 2005, and then edges down to about 5 percent in 2006.
