Letter to Stuart Feldstein, Acting Principal Deputy Chief Counsel, Office of the Comptroller of the Currency, finding that the request under section 23A(f)(2)(B) of the Federal Reserve Act by Santander Bank, N.A. ("Bank") to engage in an internal corporate reorganization through which Bank would acquire its affiliate would be in the public interest and consistent with the purposes of section 23A.
