Silvia, Esq., concerning the application of sections 23A and 23B of the Federal Reserve Act and the Board’s Regulation W to proposed loans by a bank to nonaffiliates to purchase mobile homes from other nonaffiliates, where the mobile homes would be located on real property rented from a mobile home park affiliated with bank.

Letter to Blake Paulson, Acting Comptroller of the Currency, finding that the exemption requested by Vanguard National Trust Company, N.A. ("Bank") from section 23A of the Federal Reserve Act and the Board's Regulation W (12 CFR Part 223) for Bank to invest in securities issued by its affiliate and to extend credit to an affiliate would be in the public interest and consistent with the purposes of section 23A.
