The term "public" includes the following foreign institutions: central governments and departments of central governments of foreign countries and their possessions, foreign central banks, stabilization funds, exchange authorities, and government-owned banks that perform the functions of a central bank or a bank of issue; corporations and other agencies of central governments, including development banks, development institutions, and other agencies whose shares are majority-owned by the central government or its departments; state, provincial and local governments of foreign countries and their departments and agencies; and nonbank commercial enterprises that are majority-owned by central governments. Banking institutions owned by governments that do not function as the central bank and/or banks of issue are excluded from the public sector and are to be reported as "Banks." Also includes any international or regional organization or subordinate or affiliated agency thereof, created by treaty or convention between sovereign states.
