Data Description:

Includes the dollar amount of financial letters of credit outstanding, including those collateralized by cash deposit accounts.

Prior to 3/31/01, the sum of the amounts reported in columns A through D (BHC0, BHC2, BHC5, and BHC9) of this item corresponds to the amount of financial standby letters of credit included in Schedule HC-F, Part I, "Standby Letters of Credit Outstanding (items 3376 and 3377)".

When the standby letter of credit takes the form of a syndication, each banking organization should only include its pro rata share of the total amount of the standby in this item.

Financial standby letters of credit are irrevocable obligations of the bank to pay a third-party beneficiary when a customer (account party) fails to repay an outstanding loan or debt instrument (direct credit substitute).

The mnemonic prefixes for the risk weight columns represents the following:

   BHC0   = (Column A) 0%

   BHC2   = (Column B) 20%

   BHC5   = (Column C) 50%

   BHC9   = (Column D) 100%

For a detailed description of the broad categories of transactions that are assigned to each risk weight category (columns A through D) established by the Risk-Based Guidelines, see the Instructions for Preparation of Reporting Form FR Y-9C Schedule HC-I. If a bank holding company has not established the systems to determine the risk weight(s) applicable for a transaction, it has the option of risk-weighting that transaction at 100%.

Beginning 3/31/01, reported on Schedule HC-L for the FR Y-9C (BHCK) report. For this report exclude from financial standby letters of credit the following:

(1) Financial standby letters of credit where the beneficiary is a consolidated subsidiary of the bank holding company.

(2) Performance standby letters of credit.

(3) Signature or endorsement guarantees of the type associated with the clearing of negotiable instruments or securities in the normal course of business.
