Data Description:
Includes loans, and other instruments evidencing loans (including dollar exchange acceptances), to operating banks located outside the United States, Puerto Rico, and U.S. dependencies and insular possessions (including trust territories). Includes as foreign banks foreign commercial banks, savings banks, discount houses, and other similar foreign financial institutions accepting short term deposits. Loans to foreign branches of other U.S. banks are included, but advances to the reporting bank's own foreign branches are included in "Net Due from Own Foreign Offices, Edge and Agreement Subsidiaries, and IBFs (2163)". Includes all overdrafts to demand deposit accounts of foreign banks; that is, both unplanned overdrafts (those overdrafts not involving an advance agreement) and advance agreement overdrafts (those overdrafts that have been contractually agreed to in advance). Excludes loans to U.S. branches and agencies of foreign banks, which are included in "Loans to Commercial Banks in the U.S. (1505)". Also excludes loans to foreign development banks, treasuries, exchange control offices, stabilization funds and such international institutions as the Inter-American Development Bank, and nationalized banking institutions owned by foreign governments that have as an important part of their function activities similar to those of a treasury, central bank, exchange control office, or stabilization fund. Loans to such institutions are included in "All Other Loans (2080)". Also excludes dollar exchange acceptances created by other banks or by foreign governments and official institutions (included in item 1755 or in item 2081 as appropriate) and loans to foreign governments and official institutions, including foreign central banks (included in item 2081). NOTE: Reported on Schedule C for the FR 2886b report. This item includes the sum of items 1513 and 1516 on Schedule RC-C on the FFIEC 031, 032 and 033 reports. Also reported as a derived item in Schedule C for the FFIEC 002 report. COMPARABILITY: Prior to 4/26/61, includes loans to central banks, foreign governments, and foreign official institutions.
