Data Description:

Includes all obligations of states and political subdivisions in the United States (including those secured by real estate), other than leases and other those obligations reported as securities issued by such entities in "Securities Issued by States Political Subdivision in the U.S. (8496, 8497, 8498, and 8499)" or "Mortgage-backed securities (8500, 8501, 8502, and 8503). Excludes all such obligations held for trading. States and political subdivisions in the U.S. includes: (1) the fifty states of the United States and the District of Columbia and their counties, municipalities, school districts, irrigation districts, and drainage and sewer districts; and (2) the governments of Puerto Rico and of the U.S. territories and possessions and their political subdivisions. Industrial Development Bonds (IDBs), sometimes referred to as "industrial revenue bonds," are typically issued by local industrial development authorities to benefit private commercial and industrial development. For purposes of these reports, all IDBs that are rated by a nationally-recognized rating service are included in items 8496, 8497, 8498, and 8499 in Schedule RC-B, as securities issued by states and political subdivisions in the U.S. IDBs that are not rated but meet the definition of "security" in FASB Statement No. 115 must be measured in accordance with Statement No. 115 and categorized as loans in this item unless the bank chooses to review each nonrated IDB it holds in order to determine whether its characteristics are more like those of a security or a loan. In such a case, the bank shall categorize nonrated IDBs with more of the characteristics of securities in Schedule RC-B, item 3, and nonrated IDBs with more of the characteristics of loans in this item. In addition to those IDBs that are to be categorized in this item in accordance with the preceding paragraph, also included in this item are all obligations (other than securities) of states and political subdivisions in the U.S. COMPARABILITY: Beginning 3/31/01, reported on Schedule RC-C for the FFIEC 041 report. Beginning 3/31/94, for the FFIEC 031, 032, 033 and 034 reports, this item is reported as a separate item on Schedule RC-C - Loans and Leases. Beginning 3/31/87, for the FFIEC 031, 032, 033 and 034 reports, this item is the sum of "Taxable Obligations (2033)" and "Tax-Exempt Obligations (2079)". Beginning 3/31/84, for the FFIEC 031, 032, 033 and 034 reports, this item is the sum of items 2108 and 2109. Excludes Industrial Development Bonds (IDBs) that are to be categorized as securities in accordance with the reporting treatment described above, notes, bonds, and debentures (including tax warrants and tax anticipation notes) that are rated by a nationally-recognized rating service, mortgage-backed securities issued by state and local housing authorities, obligations of state and local governments that are guaranteed by the United States Government, nonrated obligations of states and political subdivisions in the U.S. that the bank considers securities, lease financing receivables of states and political subdivisions in the U.S., and obligations of states and political subdivisions in the U.S. held by the reporting bank for trading purposes. For the UBPR series, the FDIC's Data Element name is H-STPOLLOANS This variable is used by the FDIC and OCC in the process to generate the UBPR in the Central Data Repository (CDR). The Board does NOT store this MDRM within the UBPR series tables in the Board's Financial Data Repository (FDR).
