Includes the principal balance outstanding as of the report date for residential mortgage loans that have been pooled and transferred with recourse to parties other than the Federal National Mortgage Association (FNMA) or the Federal Home Loan Mortgage Corporation (FHLMC) by the bank or bank holding company or its consolidated subsidiaries in transactions that has been reported as sales in accordance with the instructions for "privately-issued certificates of participation in pools of residential mortgages" in the Glossary section for "participations in pools of residential mortgages" in the Instructions for the Reports of Condition and Income Manual. Those instructions provides that "only when the issuing bank does not retain any significant risk of loss, either directly or indirectly, is the transaction to be reported as a sale of the underlying mortgages by the issuing bank." In a transaction in which the maximum contractual exposure under the recourse provision (or through the retention of a subordinated interest in the mortgages) at the time of the transfer is greater than the amount of probable loss that the bank has reasonably estimated that it will incur on the transferred mortgages, the "issuing bank" has retained the entire risk of loss and the transfer of the mortgages is reported as a financing transaction (i.e., as a borrowing). Since the outstanding principal balance of the residential mortgages involved in such financing transactions is carried on the balance sheet, the outstanding balance of these mortgages is not reported in this item.
