For purposes of this item, restructured debt securities are those held-to-maturity debt securities (included in Schedule RC-B, items 8496, 8500, 8404 and 1774, column A, for the FFIEC 031-034 reports and in Schedule HC-A, items 0211, 8492, 8531, 8535, 8539 and 8545, column A, for the FR Y-9C report) whose terms have been modified, because of a deterioration in the financial condition of the obligor, to provide for a reduction of either interest or principal, regardless of whether such debt securities are secured or unsecured, regardless of whether such instruments are guaranteed by the government or by others, and (except as noted in the following paragraph) regardless of the effective interest rate on such instruments.

Once a held-to-maturity debt security has been restructured because of such credit problems, it continues to be considered restructured until paid in full or, if the obligation yields a market rate, until the year subsequent to the year in which the restructuring takes place. A held-to-maturity debt security extended or renewed at a stated interest rate equal to the current interest rate for new debt with similar risk is not considered a restructured debt security. Includes the amortized cost of all restructured held-to-maturity debt securities as defined above that are in compliance with their modified terms, that is, restructured held-to-maturity debt securities (1) on which no contractual payments of principal or interest scheduled under the modified repayment terms are due and unpaid or (2) on which contractual payments of both principal and interest scheduled under the modified repayment terms are less than 30 days past due.

Excludes: (1) those restructured held-to-maturity debt securities on which under the modified repayment terms either principal or interest is 30 days or more past due (reported in Schedule RC-N for the FFIEC 031-034 reports and in Schedule HC-H for the FR Y-9C report, item 3505, column A or item 3506 column B, as appropriate); and (2) those restructured held-to-maturity debt securities that are in nonaccrual status under the modified repayment terms (reported in Schedule RC-N for the FFIEC 031-034 reports and in Schedule HC-H for the FR Y-9C report, item 3507, column C).
