Basically the Census "Place" Code is used as the City Code throughout the U.S. and Puerto Rico. (This code refers to a concentration of population, regardless of the existence of legally prescribed units, powers, or functions. The codes are unique within state but the boundaries can cross county lines.)

Ordinarily, the medalist subset of places in relation to the hierarchical levels of geographic codes consists of (1) states divided into counties, (2) counties subdivided by townships and (3) townships containing places these conditions hold true for over 90% of the places on the file; however, there are instances where the hierarchical levels are reversed in places that occupy an extensive geographic area such as New York City, where five counties are wholly subordinate to the city or Kansas City, Mo, which occupies three counties containing a total Of 12 townships.
