The ID_RSSD of the top BHC.

NOTE:

The NIC top holder is designed to require the combination of several fields to retrieve a BHC or regulatory top holder. That is, on NIC, the item RSSD9002 (ID_RSSD_TOP)is further defined by the item RSSD9003 (HOLDER_TYPE) and therefore can occur multiple times for a single entity. To distinguish between the BHC top holder and reg top holder, some archival files have the variables RSSD9131 and RSSD9133, which do not exist on the NIC database. Generally, the variable RSSD9131 holds the value of RSSD9002 when RSSD9003 equals "BHC" and variable RSSD9133 holds the value of RSSD9002 when RSSD9003 equals "REG".
