Community Reinvestment Act 2025 Notice of Proposed Rulemaking

The Community Reinvestment Act, or CRA, was signed into law in 1977 and is a seminal piece of legislation to address inequities in access to credit for low- and moderate-income individuals and communities. The Board, the FDIC, and the OCC have adopted substantially similar regulations implementing the CRA.

On July 16, 2025, the Board, FDIC, and the OCC issued a joint notice of proposed rulemaking to amend their CRA regulations by rescinding the CRA rule issued in October 2023 and replacing it with the 1995 CRA regulations. The October 2023 rule is currently subject to legal action and the Board continues to apply the 1995 CRA regulations.
